One Welfare State for Europe: A Costly Utopia?

چکیده
This paper addresses the question of the social policy harmonization in the European Union. In adopting a common monetary policy Europe is faced with structural and fiscal concerns, as national growth levels di¤er. Another possible factor in output shocks are the levels of various social expenditures in the member countries. OECD data on the level of social program expenditures in four EU countries will be compared to fluctuations in GDP growth to identify existing relationships. Significant relationships between independent social expenditure policy and GDP growth shocks portends structural harmonization as an improvement if Europe is to take full advantage of the common market. However, the e¤ects of expenditure levels may be easier to identify and predict than the dynamic e¤ects of policy change. As the e¤ects of future policy changes are more di¢cult to ascertain, harmonization may not consistently appear to be a Pareto-optimum solution to asymmetric shocks.

We analyse how the welfare state, i.e., social insurance that works through redistributive taxation, should respond to increases in risks and to increases in the cost of operating the welfare state. With respect to risks, we distinguish between risks that can be insured and such that cannot (background risks). Insurable risks can be reduced by costly individual selfinsurance and by costly socia...

From Plato to Farabi, and even to this day, man has been searching for earthly paradise. Both philosophers sought utopia. It seems that the disagreement of thinkers and purgatory with the seemingly incompatible ideal of the mental ideal and the objective gloomy reality has made it impossible for human beings to easily achieve the ideal utopia. Clarifying the differences between thinkers and the...
متن کاملThe Future of the Welfare State and Democracy: the Effects of Globalization from a European Perspective
The post-war Keynesian welfare state in Europe was sustainable as long as post-war European economies were growing and were relatively closed; however, over the years, as entitlements grew ever bigger and coverage became ever more universal, the proportion of GDP spent on public services rose considerably. We endow participants with a commodity used to generate earnings, plunder others, or protect against plunder. In our primary treatment, we ...
